Grant Overview

Global Youth Festival 2026: What the 3 Scholarship Tiers Actually Cover

Up to 500 delegates from more than 120 countries are expected in Paris for four days of policy dialogue, leadership work, mentorship, and cultural exchange. HISA is offering 350 scholarship awards across three tiers, and only 100 include airfare support.[1]

The other 250 awards can still provide event access, accommodation, meals, or development benefits, depending on the tier. The practical question is which of the three possible outcomes would remain financially workable for you.

What Happens at the Global Youth Festival 2026

The festival is scheduled for October 15 to 18, 2026, in Paris. Its published format includes keynote addresses, thematic workshops, youth-statement sessions, leadership simulations, policy labs, mentorship roundtables, cultural exchange, a Paris city experience, a closing ceremony, and official certification.

The eight program themes are Climate Action and Environmental Justice; Peace, Diplomacy and Conflict Resolution; Education, Innovation and the Future of Work; Governance, Democracy and Civic Participation; Human Rights, Equality and Social Justice; Technology and Social Innovation; Global Citizenship and Cultural Identity; and Mental Health, Well-being and Youth Resilience.

The city is confirmed. The specific venue is not. I would not book accommodation around an assumed site before HISA provides a formal location.

Scholarship Tiers: What You Get and What You Pay For

HISA divides the 350 awards into 100 Fully Funded Global Scholar awards, 100 Partially Funded Scholar awards, and 150 Festival Pass Scholar awards.[2] One application is considered across all three categories, so the decision is not simply whether you want the top tier. Ask a harder question: would you still attend if the outcome left travel, accommodation, or meals with you?

Tier
Awards
Covered
Applicant funds or unresolved detail
Fully Funded Global Scholar
100Round airfare support plus full visa-fee reimbursement plus shared accommodation described as 3 nights plus daily breakfast and forum meals plus full festival access plus official merchandise and welcome kit plus youth-statement opportunity plus certification plus mentorshipAirfare cap and exact travel method are not published
Partially Funded Scholar
100Shared accommodation described as 4 nights plus daily breakfast and forum meals plus full festival access plus official merchandise and welcome kit plus youth-statement opportunity plus certification plus mentorshipTravel to Paris plus every cost not expressly included
Festival Pass Scholar
150Full festival access plus official merchandise and welcome kit plus youth-statement opportunity plus certification plus mentorshipTravel plus accommodation plus meals plus every cost not expressly included

The accommodation language needs a second look. The event dates normally imply three nights, yet the Partially Funded tier describes four nights while the Fully Funded tier describes three. That may work once official check-in and check-out times are known, but those times are not published. Confirm them before building a flight or hotel budget.

Who Can Apply

Use 18 to 40 at the time of the event as the scholarship rule. Applicants also need working proficiency in spoken and written English and must be able to attend and actively participate in the complete four-day program. No particular degree, profession, or employment status is required. Students, graduates, NGO workers, civil servants, entrepreneurs, artists, activists, researchers, and young professionals may apply.

Applicants from Sub-Saharan Africa, South Asia, Southeast Asia, Latin America, the Middle East, and Pacific Islands are expressly encouraged. That is an invitation, not a published quota or guaranteed preference.

Use the fit checker after reading the rules, not as a substitute for them. An eligible result should route you toward the application submission modal. An unsure result should route you toward expert consultation. An ineligible result should point you toward More Grants or matched-opportunity research when available.

The Form Rewards Evidence of Changed Thinking

HISA says it evaluates motivation, vision, leadership potential, community impact, openness to cross-cultural dialogue, commitment to apply learning, and the diversity of the final cohort. The current long response does not ask for a generic motivation statement. It asks for a reflection of at least 250 words about a time you changed your mind and why.[4]

A weak response merely says you are open-minded. A stronger one shows the original belief, the event or evidence that challenged it, the decision you made afterward, and what changed in your behavior. Then connect that change to how you lead, work with others, or contribute to your community. The point is not to squeeze every selection criterion into 250 words. It is to give the committee a specific piece of judgment it can evaluate.

The visible first step contains 13 required inputs, including a headshot or profile photo upload in JPG, JPEG, or PNG format with a maximum size of 1 MB. Later-step field counts are not published, so do not mistake ordinary form responses for a long document package.

Application Fee and What It Covers

The official checkout total is $20: a $16.50 base price plus $3.50 in service, VAT, and processing charges. The payment is non-refundable and non-transferable, including when an applicant is not selected, withdraws, or the event is postponed, canceled, or changed.[5]

One submission is considered for all three scholarship categories. Paying multiple times does not create three separate tier choices. Application information must also be accurate, complete, and verifiable. False, incomplete, or misleading information may cause disqualification, and committee decisions are final.

Get the Essay Checked Before the Fee Becomes Sunk Cost

HISA’s payment submits your application for consideration. It does not include essay editing, form review, or a warning that your answer has drifted away from the changed-mind prompt. Write the reflection first. Then decide whether the $20 donor fee and every possible tier still make sense for your budget.

A Grantaura Assessment can review the essay and form responses against the published requirements before you submit them to HISA.

Your Grant Assessment fee is non-refundable, but the base assessment fee can be deducted once toward the same grant’s Full Application when you choose the optional checkbox at checkout.

What Could Block or Surprise You

Several planning details are either strict or unresolved. They matter most when your ability to attend depends on upfront cash, visa timing, privacy, or an exact travel arrangement.

  • Visa support is not visa approval. HISA may provide supporting documents, while the embassy or consulate controls the decision and timing. The application terms place this responsibility on the applicant.[8]
  • The exact venue is unresolved. Paris is confirmed, but the site is not.
  • The deadline time and timezone are not published. Submit well before July 20, 2026 rather than relying on the final hours.
  • Third-party submission permission is not established. The safest course is for the applicant to complete the form and accept the terms personally.
  • No acceptance rate is published. The award count does not reveal your odds without a verified application total.
  • Media consent is broad. The terms include permission to use an applicant’s or participant’s photo, video, likeness, and voice for marketing and publicity.
  • Event changes can leave costs with the applicant. HISA reserves the right to amend, reschedule, or cancel the event and disclaims responsibility for some resulting expenses.

A consultation cannot turn an unresolved detail into a donor promise. It can help you identify the exact questions to send HISA and decide whether the remaining uncertainty is financially acceptable. Choose the Unsure result in the eligibility checker above when you need expert consultation rather than an application assessment.

Timeline From Application to Paris

The application deadline is July 20, 2026, and scholarship results are scheduled for August 5, 2026.[9] Because no cutoff time or timezone is published, submitting earlier is the only reliable way to avoid a last-hour interpretation problem.

  1. Before July 20, 2026: Complete the form, upload the compliant headshot, accept the terms, and pay the checkout total.
  2. August 5, 2026: HISA is scheduled to announce scholarship results.
  3. After selection: Successful applicants are expected to receive an acceptance letter and visa-support documents and must confirm attendance within the timeframe provided.
  4. October 15 to 18, 2026: Selected delegates attend the complete program in Paris.
  5. After the event: Any applicable fully funded travel reimbursement may require a further 4 to 8 weeks under the published policy.

Three Phrases to Read Literally

Fully Funded
This is one scholarship category with 100 awards. It is not a description of all 350 awards.
Visa support
This means supporting documents may be provided. It does not mean an embassy or consulate must approve the visa.
Non-refundable
The application payment is not returned merely because the applicant is unsuccessful, withdraws, or faces an event change covered by the published terms.

Frequently Asked Questions

How much does one Global Youth Festival 2026 submission cost?

The checkout total is $20. It consists of a $16.50 base price and $3.50 in service, VAT, and processing charges. The payment is non-refundable.

Does one form cover every scholarship tier?

Yes. One application is considered for the Fully Funded, Partially Funded, and Festival Pass categories. The official pages do not show a reliable way to apply only for one tier.

What file must I upload?

The visible form requires one headshot or profile photo in JPG, JPEG, or PNG format up to 1 MB. Other required responses are completed inside the form, including the minimum-250-word reflection.

What happens if I am outside the 18 to 40 age range?

Use 18 to 40 as the scholarship-screening rule. Because official material contains mixed language about possible exceptional treatment, obtain written confirmation before paying if you fall outside that range.

Does the Fully Funded tier guarantee a prepaid flight?

No such guarantee is published. The tier includes round airfare support, but the exact method, timing, and cap are not stated. Budget cautiously until HISA confirms the arrangement in writing.
