The other 250 awards can still provide event access, accommodation, meals, or development benefits, depending on the tier. The practical question is which of the three possible outcomes would remain financially workable for you.
The festival is scheduled for October 15 to 18, 2026, in Paris. Its published format includes keynote addresses, thematic workshops, youth-statement sessions, leadership simulations, policy labs, mentorship roundtables, cultural exchange, a Paris city experience, a closing ceremony, and official certification.
The eight program themes are Climate Action and Environmental Justice; Peace, Diplomacy and Conflict Resolution; Education, Innovation and the Future of Work; Governance, Democracy and Civic Participation; Human Rights, Equality and Social Justice; Technology and Social Innovation; Global Citizenship and Cultural Identity; and Mental Health, Well-being and Youth Resilience.
The city is confirmed. The specific venue is not. I would not book accommodation around an assumed site before HISA provides a formal location.
HISA divides the 350 awards into 100 Fully Funded Global Scholar awards, 100 Partially Funded Scholar awards, and 150 Festival Pass Scholar awards.[2] One application is considered across all three categories, so the decision is not simply whether you want the top tier. Ask a harder question: would you still attend if the outcome left travel, accommodation, or meals with you?
The accommodation language needs a second look. The event dates normally imply three nights, yet the Partially Funded tier describes four nights while the Fully Funded tier describes three. That may work once official check-in and check-out times are known, but those times are not published. Confirm them before building a flight or hotel budget.
Use 18 to 40 at the time of the event as the scholarship rule. Applicants also need working proficiency in spoken and written English and must be able to attend and actively participate in the complete four-day program. No particular degree, profession, or employment status is required. Students, graduates, NGO workers, civil servants, entrepreneurs, artists, activists, researchers, and young professionals may apply.
Applicants from Sub-Saharan Africa, South Asia, Southeast Asia, Latin America, the Middle East, and Pacific Islands are expressly encouraged. That is an invitation, not a published quota or guaranteed preference.
The program welcomes applicants of all nationalities, but the application terms say services are unavailable to people located in or ordinarily resident in Cuba, Iran, North Korea, Syria, Crimea Region, Donetsk Region, or Luhansk Region, and to people acting for restricted persons or entities.[3] If your age or location creates uncertainty, get written clarification before paying the non-refundable fee.

HISA says it evaluates motivation, vision, leadership potential, community impact, openness to cross-cultural dialogue, commitment to apply learning, and the diversity of the final cohort. The current long response does not ask for a generic motivation statement. It asks for a reflection of at least 250 words about a time you changed your mind and why.[4]
A weak response merely says you are open-minded. A stronger one shows the original belief, the event or evidence that challenged it, the decision you made afterward, and what changed in your behavior. Then connect that change to how you lead, work with others, or contribute to your community. The point is not to squeeze every selection criterion into 250 words. It is to give the committee a specific piece of judgment it can evaluate.
The visible first step contains 13 required inputs, including a headshot or profile photo upload in JPG, JPEG, or PNG format with a maximum size of 1 MB. Later-step field counts are not published, so do not mistake ordinary form responses for a long document package.

One submission is considered for all three scholarship categories. Paying multiple times does not create three separate tier choices. Application information must also be accurate, complete, and verifiable. False, incomplete, or misleading information may cause disqualification, and committee decisions are final.
HISA’s payment submits your application for consideration. It does not include essay editing, form review, or a warning that your answer has drifted away from the changed-mind prompt. Write the reflection first. Then decide whether the $20 donor fee and every possible tier still make sense for your budget.

Several planning details are either strict or unresolved. They matter most when your ability to attend depends on upfront cash, visa timing, privacy, or an exact travel arrangement.
Do not budget as though HISA will buy your ticket in advance. The Fully Funded tier includes round airfare support, but the official program page does not publish whether the ticket is prepaid or reimbursed or whether a cap applies.[6] HISA’s refund policy says fully funded travel reimbursements may take 4 to 8 weeks after the event.[7] That creates a possible cash-flow burden, but it still does not confirm the airfare method. Ask for written clarification if you cannot front the flight cost.

Results are not the finish line. Attendance confirmation, visa action, travel planning, and any reimbursement evidence can become separate time-sensitive tasks. Keep every acceptance email, payment record, travel receipt, and instruction HISA sends you.
