Target Area Requirements

Businesses outside this zone were ineligible regardless of ownership status.

Ownership and Business Type

To qualify, your business needed to be at least 51% owned by minority individuals or women. Additionally, only for-profit retail, consumer service, or eating/drinking establishments were eligible. Professional services (law, accounting) and manufacturing were typically excluded.

Financial and Compliance Standards

Applicants needed to show they could cover a 10% matching contribution of total project costs upfront. A mandatory criminal background check was required for all owners, and disqualifying offenses—particularly financial or violent crimes—would lead to rejection. Businesses also had to be current on all city taxes.
