All eligible applicants are entered, but the drawing favors two groups: businesses operating under 24 months receive 1.3x weighting, and applicants from economically distressed ZIP codes receive 1.5x weighting. Then the selection happens. No scoring, no panels – just a fair shot weighted toward those the program aims to help.
