USDA offers rural homeowners loans up to $40K at 1% interest and grants up to $10K for elderly residents to make critical home repairs. Apply year-round!
Donor: United States Department of Agriculture (USDA) Rural Development
About: The USDA Single Family Housing Repair Loans & Grants program, also known as the Section 504 Home Repair program, provides vital financial assistance to low-income homeowners in rural America who need to repair, improve, or modernize their homes. This crucial housing support initiative helps vulnerable rural residents maintain safe, decent living conditions while preserving their property values and strengthening rural communities.
For many rural homeowners with limited financial resources, essential home repairs often remain out of reach, leading to deteriorating living conditions that can threaten health and safety. The Section 504 program addresses this challenge by offering affordable loans with a fixed 1% interest rate to qualifying homeowners. For elderly homeowners aged 62 or older who cannot afford loan repayments, the program provides grants specifically for removing health and safety hazards.
What sets this program apart is its dual approach of both loans and grants, which can be combined for maximum impact. With loans up to $40,000, grants up to $10,000, and combined assistance up to $50,000, the program offers substantial support for critical repairs. The program’s 20-year loan term and incredibly low 1% fixed interest rate make repayments manageable for households with limited financial resources.
The application process begins with an informal prequalification phase to determine eligibility. Applicants must own and occupy their homes, have household incomes below the very-low-income limit for their county, and demonstrate inability to obtain affordable credit elsewhere. Grant recipients must additionally be 62 years or older. Rural Development staff provide personalized guidance throughout the application process, which varies in duration depending on local funding availability.
As of December 2024, the USDA has implemented a new pilot program that removes certain regulatory barriers to assist eligible applicants with improved ease of use. This pilot program is scheduled to run until December 2026 and aims to make the program more accessible to very-low-income homeowners seeking to repair or rehabilitate their homes.
A special disaster-focused version of this program, the Section 504 Home Repair Loans & Grants in Presidentially Declared Disasters Pilot program, provides additional flexibility for homeowners affected by disasters. This pilot is available until July 2025 for homes damaged by presidentially declared disasters that occurred on or after July 18, 2022.
