-Business must be at least 51% owned by a veteran or military spouse
-Must be a legal resident of the contiguous 48 states, Alaska, or Hawaii
-For-profit business structure required
-Annual revenue must not exceed $5 million
-Employee count must be between 3 and 20 (including owner, full-time, part-time, and 1099 contractors)
-Business must be located in an economically vulnerable community or demonstrate financial need
-Must maintain active business operations in the United States
