Eligibility:
-Must be a small business or nonprofit meeting SBA size standards
-Must rent or own the facility being improved
-Project cost must be at least $5,000
-Project must have commenced on or after March 9, 2020, and within 2 years prior to application date
-Payment must have been made within 2 years prior to the application date
-Must provide current tax clearance certificate prior to approval
-Must be in good standing with Department of Labor and Department of Environmental Protection
-Must not be in default of any other NJEDA or State assistance
-Must agree to pay wages that are the greater of $15/hour or 120% of minimum wage rate
-Must commit to remain in location for at least 2 years for grants up to $25,000, or 4 years for larger grants
-Home-based businesses are eligible for equipment purchases but not for renovation/improvement projects
-Landlords are not eligible for this program
-Cannabis license and certification holders are ineligible by state law
Benefits:
-Reimbursement of up to 50% of eligible project costs up to $50,000
-Only one award allowed per EIN for the life of the program
-Retroactive funding available for recently completed projects
-40% of program funding reserved for businesses in Opportunity Zone eligible census tracts

Terms:
-Capital improvements: Physical enhancements to a commercial property that extend its useful life or add value, including interior/exterior renovations, upgrades, or expansions
-Furniture, Fixtures and Equipment (FFE): Physical items used in business operations that are not permanently attached to the building structure
-Opportunity Zone: Economically-distressed communities where new investments may be eligible for preferential tax treatment under the Tax Cuts and Jobs Act of 2017
-Employer Identification Number (EIN): A unique nine-digit number assigned by the IRS to business entities for tax identification purposes
-Green Building Standards: Environmental and energy efficiency requirements applicable to projects with total costs exceeding $50,000
-Affirmative Action: Requirements that may apply to projects utilizing contractors with 4+ employees
-Main Street Recovery Program: A $100 million initiative under the NJ Economic Recovery Act of 2020 designed to support small business growth and community development
