About: The Housing Improvement Program (HIP) is a comprehensive home repair, renovation, replacement, and new housing grant program administered by the Bureau of Indian Affairs (BIA) and federally recognized Indian tribes. Designed as a critical safety net for American Indians and Alaska Natives (AI/AN) who have no immediate resources for standard housing, this program aims to eliminate substandard housing and homelessness in tribal communities.
Established under The Snyder Act of 1921, HIP serves the neediest members of federally recognized tribes who are living in substandard conditions or have no housing at all. The program provides grants across four distinct assistance categories to address various housing needs.
Category A offers interim improvements of up to $7,500 for housing repairs that address immediate health and safety concerns. This includes critical repairs to roofing, windows, doors, or electrical systems that threaten the wellbeing of occupants.
Category B provides up to $60,000 in repairs and renovations to bring existing homes up to applicable building code standards. This comprehensive renovation category ensures homes meet minimum safety and livability requirements.
Category C offers replacement housing when a homeowner’s current dwelling cannot be brought up to code standards for less than $60,000. This category provides a modest replacement home that meets local building standards.
Category D assists with homeownership through down payment assistance. Applicants can receive financial support toward purchasing a modest home, with amounts varying by location (up to $75,000 in Alaska).

Eligibility:
-Must be a member of a federally recognized American Indian tribe or be an Alaska Native
-Must live in an approved tribal service area (geographical area designated by a tribe and approved by the BIA)
-Annual household income must not exceed 150% of the U.S. Department of Health and Human Services (DHHS) Poverty Guidelines
-Current housing must be substandard as defined by program regulations
-Must have no other resources for housing assistance
-Must not have acquired present housing through a federally sponsored housing program within the previous 20 years
-For Category D (down payment assistance), must meet lender requirements and qualify for a mortgage
-For new housing, must own or lease land suitable for housing with a lease of at least 25 years
